Kellyville Community Center has new security guard requirements for events after Commissioners approved changes to the rental agreement during Monday’s regular meeting.

Commissioners defined “large party” as any group of more than 75 individuals in establishing what events require the use of security officers at the facility. The requirement applies to events using the facility, regardless of whether or not there is alcohol, any musical concert, talent show or similar function. Security officers must be arranged through the Marion County Sheriff’s Office and the fees associated with security officers, must be paid in cash two weeks prior to the event. 

According to the agreement, Security Guards cost $30 per hour with a minimum of two officers required.

During discussion, the agreement applies to all rentals at the Center, but does NOT apply to the Baseball/Softball field usage for games and practices.

Commissioners also rolled back their prior approval of a contract for architectural services to Brevard Architecture for jail renovations. The rollback was needed for the County to comply with grant requirements funding the project.

Marion County Constables are still waiting to see if they’ll receive two “new” vehicles previously approved. Last fall, Commissioners approved the purchase of two used police vehicles from the Texarkana Texas Police Department at a cost of $28,933.13. The vehicles were originally supposed to be available in November 2021. 

However, Commissioners decided to wait to complete the purchase as the vehicles will now not be available until the end of February, according to Constable Pct 2 Jeff Greer. As a result, commissioners wanted to receive information on possibly purchasing one new vehicle for Pct 1 Constable Ed Baird and then transferring Baird’s vehicle to Greer, or purchasing a second vehicle for Greer. The proposed used vehicles each have approximately 75,000 miles. A new vehicle is expected to cost approximately the same as the two used ones.

Lights, radio, and radar would also still need to be added to either option at an additional cost of $6,200.

Greer currently does not have a County supplied vehicle and is utilizing his personal vehicle for official duties.

Baird’s existing vehicle has over 200,000 miles.

In other business, Commissioners:

• entered into minutes transcripts for all completed education requirements for County Clerk Vickie Smith and District Clerk Susan Anderson for 2021

• approved the Investment Policy, Strategy and Resolution for 2022

• approved the JAV annual classic coverage extended warranty, preventative maintenance and support agreement for MCSO at cost of $5,409.

• accepted the MCSO Racial Profiling Report for 2021

• approved the rental agreement for the Precinct 3 Solid Waste location for 2021 with Ruby Bailey

At the end of the meeting Commissioners held a workshop to discuss possible changes to the 2022 version of the Marion County Employee Handbook. Most of the discussion centered on how to word the insurance deductible reimbursement the County budgeted, and to whom it applied.
