The City of Jefferson will have a special meeting at Noon Friday to move the scheduled May 2, 2020, election to November, approve additional resolutions for grants, and consider a curfew. The meeting will be in the District Courtroom.
This is a replacement meeting as the original posted agenda was intended to be a teleconference utilizing GoTo Meeting. While the first notice didn’t specify GoTo Meeting, after some email discussions with Mayor Pro Tem Victor Perot, the Herald learned it’s the platform being used as the “police department has a subscription.”
However, various concerns raised about the meeting, caused the city to return to a more traditional meeting. As posted, the agenda allowed for public comment but the access numbers provided only provided 1-way communication unless one had a pin number. The notice didn’t provide information on how to sign-up for public comment. The notice also did not provide a location for the Council “Packet” as required by the amended teleconference guidelines. Aditional training was also going to be required for council participants for recording, etc. The Herald felt the posted agenda didn’t meet the Amended Open Meeting Act requirements and raised the concern to Perot.
Perot indicated the city would get with the Herald owner Hugh Lewis on help in setting up future teleconference meetings.
The new agenda is more in line with previous council meetings and includes:
- Consider and/or approve Ordinance No. 04-020 – POSTPONING THE GENERAL ELECTION TO BE HELD ON THE 2ND DAY OF MAY, 2020, FOR THE PURPOSE OF ELECTING ALDERMEN FROM WARD(S) ONE, TWO, THREE AND MAYOR FOR TWO-YEAR TERMS IN THE CITY OF JEFFERSON, TEXAS UNTIL THE NOVEMBER 3, 2020, UNIFORM ELECTION DATE; AUTHORIZING EXECUTION OF A JOINT ELECTION CONTRACT FOR THE NOVEMBER 3, 2020, ELECTION; PROVIDING A SEVERABILITY CLAUSE; FINDING THAT THE MEETING AT WHICH THIS ORDINANCE WAS APPROVED COMPLIED WITH THE TEXAS OPEN MEETINGS ACT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
- Consider and/or approve Civil Right Resolution No. 04-16-20 and attached exhibits:
- Citizen Participation Plan and Grievance Procedures;
- Section 3 Policy;
- Excessive Force Policy;
- Section 504 Policy and Grievance Procedures;
- Code of Conduct Policy;
- (if a Plan is required) Limited English Proficiency Plan; and
- Fair Housing Policy for GLO-DR#19-076-053-B844
- Consider and/or approve Fair Housing Proclamation for GLO-DR#19-076-053-B844
- Consider and/or approve Signatory Resolution and Designation form for City of Jefferson, Texas for GLO-DR#19-076-053-B844
- Consider and/or approve 2019 Independent Audit from Prothro, Wilhelmi and Company, PLLC.
- Discuss, consider and/or approve to amend the City Declaration to include curfew for person under the age of 16 for hours of 9:00 PM to 6:00AM
