  5. Consider action approving Anna Bode’s resignation from the Tourism Board.
  6. Consider action approving Misty Hughes resignation from JEDCO.
  7. Consider action CANCELLING the Jefferson Candy Crawl Special Event on October 31, 2026 that was previously approved on June 16, 2026.
  8. Consider action approving the Historic Tours of Jefferson Application for Amusement Ride Permit.
  9. Consider action on a resolution approving authorized signatories with respect to Texas Water Development Board escrow accounts.
  10. Consider action approving the extension of OpenGov software services through December31, 2026 for accounting software.
  11. Consider action approving the Jefferson Volunteer Fire Department Quarterly Report.
  12. Consider action approving the Marion County Community Center Quarterly Report.
  13. ACTION ITEMS (The below items will be considered for action: 
  1. Consider action to propose the 2026 tax rate.
  2. Consider action on a Resolution Directing Publication of Notice of Intention to Issue $1,500,000 in Combination Tax and Surplus Revenue Certificates of Obligation to Provide Funds for Utility System Improvements; and Resolving other Matters Relating to the Subject.
  3. Consider action on an ordinance prescribing the rates for services provided by the waterworks and sanitary sewer system. (Second Reading).
  4. Consider action on the proposed improvement plan for the trails project.
  5. Consider action on an ordinance amending the 2026 budget to move $37,734.97 from 01-72-5825 Fire Department Capital Outlay to 01-72-5220 Fire Department Vehicle and Equipment Maintenance for a pump transmission replacement, repairs, inspection, and maintenance on Fire Engine # 1. (Second Reading)
  6. Consider action on an ordinance requested by the Texas Department of Transportation regulating the speed of motor vehicles upon a certain section of State Highway (SH) 49 within the corporate limits and authorizing the Texas Department of Transportation to erect signs. (First reading). (Tabled from 7/21/2026)
  7. Consider action on an ordinance amending Chapter 14 of the Code of Ordinances pertaining to the impoundment of animals. (Second Reading).
  8. Consider action on a resolution regarding data centers within the city limits. (Tabled from 8-10-26 meeting)
  9. Consider directing staff to prepare an ordinance amending manufactured housing regulations.
  10. Consider action on proposed park improvements to Lions Club Park and Dr. R.D & Willie Mae Douglas Park.
  11. Consider action on a resolution allowing Jennifer Phillips to repair the city Christmas pole lights and store them until they are ready to be installed at no cost to the city.

  15. EXECUTIVE SESSION 

The public portion of the Jefferson City Council meeting is now in recess to call the meeting to order in executive session in accordance with Texas Government Code Section 551.071 (Attorney Consultation), 551.072 (Real Property), and 551.074 (Personnel Matters) to deliberate upon and seek legal advice regarding the following subjects:

  1. Community Center rental agreement
  2. real estate transaction involving city property located at the intersection of Austin and Washington Streets;
  3. financing agreement for Firemaster tanker
  4. duties of the City Attorney
  5. duties of the Police Chief
  6. POST-EXECUTIVE SESSION ACTION ITEMS 
  7. Consideration and possible action on any of the items identified above for deliberation in executive session, if recalled for action by any Council member.
