I am sending this e-mail as a letter of complaint and as a request that Chief Jason Carroll is investigated.

My name is Stephanie Jackson I am a veteran, a federal employee and a victim of a serious crime that occurred in Marion County. I do not reside in Marion County but I was visiting for the holidays.

On 12/22/19 at approximately 2:45pm-2:52 at the closed Jaynes Feed store I was assaulted with a deadly weapon. Although, no bodily harm was done a crime was still committed.

The chief refused to investigate the crime. There was a witness of the incident. He refused to get witness statement. At first I did not know anything about the witness but once I got witness name it was provided to Chief Carroll but still No witness statement. I even advised him of proof I had of the criminal possible corruption of the witness. When I call and leave message no return phone calls.

I provided detailed gun description to Chief Carroll. He refused to take the necessary action needed to investigate that. Law enforcement have authority to submit Records Research Request via fax or email as part of a bona fide criminal investigation. Jefferson Police have not attempted to verify with the National Tracing Center (NTC) to see if gun I described is registered to Mr. Lester or His wife Brittney Byrd. Why did he not use the ATF’s etrace system to see if the gun I described is registered to him? Why did Chief not get his Army military command involved in the investigation?

The crime took place at the Flea store right across the street from the Exxon gas station that have cameras. He refused to review cameras I known there had to be witness at the store at the time of incident that saw something. Did they even review cameras to see who was at the Exxon gas station and could have witnessed the crime? The Vera Bank has a ATM camera and other cameras that point in that direction that were not viewed. There is even a camera inside the feed store that may have captured the crime from The inside.

After being advised that Chief Carrol supposedly has a personal relationship with Jabriel Lester mother-in-law (Nona Byrd) and that is why the crime was not being investigated fairly by Jefferson Police. On January 31, 2020 I took it upon myself to notify Jabriel Lester Army Command.

After I notified his Army Command, Jefferson police Then created case number 20-00009. The first two digits of a case number are used to indicate the year the case was filed, the third digit is used to designate the case type, and the next series of digits is the actual sequential number of the case beginning 00001 in current year. Incident occurred 12/22/19 and Jefferson police didn’t not create a case Number until 2020. The case number was the 9th case created in 2020. Why is that? Is it because they did not create case number until after I contacted Army CID January 2020 to report incident once I determined there was corruption of authority with Jefferson law enforcement. Per police secretary the case is closed with no date of closure. She was very limited on information she could provide about the case and I was supposed to receive a return call back but I never did.

If Chief would of got Jabriel Army command involved he would of gathered pertinent information that Jabriel has 2 pending criminal investigations with the Army currently. He would of also gathered that the gun I described is registered to him.

Why was such a harsh crime not taken to the Defense Attorney? The facts were there and are still there but he refused to take the proper actions to gather the facts. A chief of police should take all crime seriously rather a person reside in the area or have a personal relationship with a certain individual. I know Jefferson is a small town and everybody know everybody but law enforcement have to treat everyone equally regardless of if it is someone you know or have a personal relationship with.
